SERD is responsible for maintaining client relations and delivering ADB assistance to countries in the Southeast Asian region. IRM is responsible for country partnership and strategy (CPS), policy dialogue and client relationship, business development, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in Indonesia.To view ADB Organizational Chart, please click here.**Job Purpose**The Senior/Principal Infrastructure Specialist will lead and oversee the process to originate infrastructure project concepts which can lead to loans and technical assistance (TA) projects as well as work with sector specialists in Sectors Group (SG) to support sovereign, nonsovereign, and public private partnerships (PPPs) transaction advisory business development in infrastructure. This position is expected to work closely with the Regional Head, Private Sector Development and Head, Green Finance Hub Unit of the Southeast Asia Regional Department to support ADB's focus on climate change and private sector development. It will also facilitate coordination among SERD, Sectors Group, Office of Markets Development and Public-Private Partnerships (OMDP) and Private Sector Operations Department (PSOD) to promote One ADB approach to infrastructure development, and support innovation in infrastructure financing, including through the introduction of high-level technology or innovative financing tools. The incumbent will report to the Country Director of IRM and will supervise one or more National and Administrative Staff.**Responsibilities**- Oversees and contributes to the creation of new business opportunities in the area of infrastructure development in Indonesia in close collaboration with relevant departments across ADB, including the Regional Head, Private Sector Development and Head, Green Finance Hub Unit of the Southeast Asia Regional Department, to integrate the elements of climate change mitigation/adaptation and/or private sector solutions in ADB's Indonesia operations whenever possible.- Closely collaborates and coordinates with ADB departments including other Regional Departments, SG, OMDP and PSOD, and with relevant stakeholders in Indonesia, to promote a One ADB approach to identifying and developing opportunities for sovereign, non-sovereign, and PPP operations.- Proactively seeks and develops innovative approaches in terms of project and program development and financing modalities for infrastructure development in partnership with relevant key stakeholders.- Substantially provides inputs to Country Partnership Strategy and Indicative Country Pipeline and Monitoring Report for ADB's support in infrastructure development.- Leads and oversees the process to originate infrastructure project concepts which can lead to loans, TAs and grant projects in infrastructure.- Co-lead the designing, processing and implementation support for loans projects upon requests from SG.- Develops and maintains networks and strategic partnerships with government, private sector, academia and civil society.- Identifies and fosters partnerships with other development partners and identifies and advances opportunities for co-financing.- Conducts and proactively supports economic, thematic and sector work for infrastructure development in Indonesia, and substantially contributes to activities for advocacy, knowledge and capacity building around infrastructure sector issues.- Raises funds and manages technical assistance and engages with other donor funds to conduct relevant activities.- Participates in knowledge forums, conferences, and events for external knowledge sharing, and conducts knowledge sharing activities internally to disseminate best practices on infrastructure development for benefit of other country operations.- Performs other tasks as required and reflected in the annual workplan.**Qualifications**:**Relevant Experience & Requirements**- Master's degree in engineering, economics, finance, or other related fields.
