Organizational Setting and Reporting Relationship
The position of (Associate) Project Analyst is assigned to the Indonesia Resident Mission (IRM) within the Southeast Asia Department. You will be based at our Resident Mission Office in Jakarta.
You will report to the Country Director, and work closely with the Deputy Country Director, Country Operations Head, and relevant International Staff and National Staff.
Your Role
As a (Associate) Project Analyst, you will provide analytical, statistical, and administrative support for the Indonesia Resident Mission (IRM) in managing and administering projects and portfolio of projects. In addition, you will contribute to the development of our country strategy and program by assisting in the development of the country pipelines, analyzing information/data across the divisions; ensuring the integrity of the project processing data in our monitoring systems, and performing a range of analytical support to the functions of the overall program and resource monitoring.
You will:
Contribute substantially to the preparation of project administration manuals by gathering and consolidating data in the appendices, and preparing drafts on various sections, for example: Project cost Loan allocation Procurement Loan covenants Proactively prepare and update individual Project Performance Reports (PPR) every month for loans, including but not limited to, project description/scope, status of implementation, developments, major problems, actions taken/proposed, and participate in the Departmental PPR meetings when needed. · Compile data/statistics on contract awards/disbursements for assigned projects for the generation of various reports for Department/Management. Monitor/analyze actual awards and disbursement against targets to identify shortfalls and their underlying clauses and follow up on these matters with the executing agencies (EAs).

Actively participate in missions as required such as inception, review, mid-term review, and project completion by providing independent support in: Collecting data on contract awards and disbursements, Reconciliation of project accounts. Preparing various correspondences and reports, including aide-memoire and memorandum of understanding. Compliance with loan covenants. Familiarizing executing agencies with ADB's guidelines and loan procedures and facilitating their compliance with covenants. Input data, maintain and analyze records in our internal systems as needed to monitor compliance with project and technical assistance (TA) covenants; actively monitor projects/TA implementation progress in terms of outputs and deliverables and follow up on outstanding obligations of executing agencies such as the submission of financial statements, monthly and/or quarterly progress reports; expedition of procurement/contract awards. Assist in processing disbursements, following up with EAs on timely submission of withdrawal applications, review withdrawal applications for compliance with project agreement. · Assist in reviewing various documents, for example, bid documents, bid evaluations, and contract awards; and assist, as required, in drafting various papers, for example, back-to-office reports, project completion reports, routine faxes, and letters on project implementation matters, etc.
· Perform other duties that may be assigned as reflected in the incumbent's workplan.
Qualifications You will need: Bachelor's degree in Business Administration, Accounting, Finance, Engineering or relevant discipline. At least 5 years of relevant work experience · Knowledge and understanding of multilateral development bank's operational processes and disbursement and administrative policies and procedures.
· Ability to undertake background research and analysis on difficult and well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing data, and prepare notes, papers, and sections of reports.
· Ability to establish and maintain productive contacts with Government officials, donor agencies, and EAs]; good interpersonal and communication skills is an advantage.
· Ability to work with individuals from different cultural/national backgrounds, as well as with individuals in various official positions and age ranges.
· Good computer skills with sound knowledge of mainframe systems, common word processing, spreadsheets, presentations, and graphic software used in multilateral development banks.
· Ability to conduct cost-benefit analysis to support decision-making.
· Ability to follow instructions, produce results and meet tight deadlines.
Familiarity with local languages and institutions. Ability to provide support to other administrative staff (AS) in assigned areas of work. Ability to liaise and work effectively with other staff within their work location. Ability to work collaboratively with teams as a constructive team member. · Excellent written and verbal communication skills in English.

Additional Information
This opening is a local staff position. It is open only to nationals and residents of Indonesia.
This is a fixed-term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 ("Recruitment and Appointment'). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.
