MSH Indonesia is implementing the USAID BEBAS-TB activity which aims to reduce TB incidence and mortality by supporting the Indonesian government to address the critical gaps and challenges of the TB program.About your roleThe MERL Specialist will support the implementation of the USAID BEBAS-TB MERL system. The MERL Specialist will assist the MERL team in monitoring project activities, evaluating their effectiveness, conducting research, facilitating learning, and compiling reports. This includes identifying and monitoring progress toward targets, assessing performance, collecting, and analyzing data, documenting lessons learned, and ensuring the production of reports that are timely, accurate, and comprehensive.How will you accomplish this?You will be expected to provide technical input in the following:- Support the MERL team to collect, consolidate, and analyze all the data and reports from technical and provincial teams to measure progress toward deliverables, milestones, and indicator results for USAID BEBAS-TB.- Prepare and facilitate periodic performance review and learning processes.- Support implementation of learning agenda, or cross-learning activities by adopting the CLA framework.- Conduct data analysis, prepare reports, and develop reporting templates and formats, as necessary.- Support the MERL team in conducting internal Data Quality Assessments (DQAs) to test the validity and reliability of data used to measure program outcomes. Collects and verifies all supportive documentation.- Oversee the implementation of BEBAS-TB MERL related activities in four provinces and provide mentorship and support to the field MEL staff.This list is not exhaustive and the MERL Specialist will be expected to carry out other duties as assigned to achieve the outcomes desired by our client and needed by the people the project aims to serve.- This position is based in Jakarta._QUALIFICATIONSWhat do you need to apply?MSH employs people of passion, we seek those individuals who dream of a better world. We look for professionals who combine experience, local knowledge, and an understanding of international best practices.Specific requirements for this role would be:**Education**:- Bachelor's Degree (Advanced degree preferred) in Public Health or health-related area is required.**Experience**:- At least 5 years of experience related to monitoring, evaluating, learning, and reporting on international programs, including demonstrated experience in developing and implementing monitoring, evaluation, and learning plans.- Experience in a Tuberculosis program is preferred.- Experience with indicator selection, target setting, reporting, and developing MEL and performance monitoring plans.- Experience designing and implementing surveys and other data collection tools.- Experience in the management of USAID-funded activities. Understanding of USAID and field Missions; USG audiences, trends, and requirements.Knowledge and Skills:- Strong analytical and organizational skills demonstrated by the ability to work both independently and within a team.- Knowledge of research, evaluation, and learning methods, including qualitative, quantitative, mixed-methods, and impact data collection and analysis.- Proficiency in data management and analytic software e.g. MS Excel, MS Power BI, Tableau, SAS, SPSS, Stata, R.- Demonstrated M&E experience and skills, complemented by collaboration with varying types of partners.- Excellent interpersonal skills, written, and oral presentation skills.
