MSH seeks a Monitoring , Evaluation & Learning (MEL) Director to provide MEL leadership and direction for an estimated $ 50-100 million, five-year called Global Resilience against Drug-Resistant Tuberculosis. Referred to as GRAD-TB, the project is designed to scale up and improve management of drug -resistant ( DR - TB ) in USAID - supported countries and focus on expanding access to high quality treatment services. In TB priority and Global Fund Technical Assistance countries, it will provide specialized technical assistance to en hance the quality of DR-TB program at the country level .
Position contingent upon project award and funding OVERALL RESPONSIBILITIES The MEL Director will lead development and impl ementation of a strong MEL plan consistent with the USAID results framework, coordinate the collection of data including conducting field visits for data validation, monitor the quality and completeness of data sets, contribute to the development of the program and document project performance against established outputs and indicators. The MEL Director will have primary responsibility for establishing and maintaining systems to measure, compile, analyze and report project data at all levels and across levels; providing regular project reports to USAID and for developing special reports as needed The MEL Director must have appropriate expertise on M&E related to the use of performance indicators and various research/evaluation methodologies and statistical analysis to determine outcomes and impacts throughout the project/program cycle.
The MEL Director will support country buy-ins in monitoring progress, evaluating effectiveness, disseminating results, and integrating learn ing . The MEL Director should be familiar with global and regional development indicators/indexes and w ill maintain reporting procedures an d guidelines in compliance with USAID systems. The MEL Director will also be responsible for building the capacity of stakeholders in the management of data (including collection, utilization , and dissemination of data ) as well as ensuring that all monitoring and data collection activities are harmonized, and information is shared.
SPECIFIC ACCOUNTABILITY Design and implement the Project's M &E and Learning system, including the development of logical models, performance framework, indicators and performance management plan (including setting targets ) , ensuring timely data collection, assuring data quality, managing the project database, performing statistical analyses, monitoring project progress, identifying and sharing lessons learned, writing quarterly and annual reports, and liaising with the project financial team to track the budget in relation to all project results and outcomes. Provide technical inputs to the technical team to assist in developing program goals and objectives as well as M EL tools and strategies and provide monitoring data and learning digests to strategically inform the decisions on project performance and future direction to the project. Support countries' Ministry of Health to develop a health sector M EL framework and monitor health system strengthening interventions. Provide regularly updated reports on the status of implementation against the project goals and objectives to the Project Director, USAID, and other program managers as required . Collaborate with the project team in identifying project activities, processes and/or outcomes that are worthy of documentation and design a system for capturing lessons learned and best practices. Adhere to MSH procurement integrity and institutional standards and procedures in all project management responsibilities. Perform other duties as assigned. QUALIFICATIONS Advanced degree in a relevant discipline and at least 10 years o f demonstrat ed experience designing and implementing monitoring and evaluation activities and operational research for complex programs in developing countries. 12 years of progressively responsible experience is preferr ed . Experience in international public health i s requir ed . Excellent command of monitoring and evaluation methodologies. Previous experience implementing and managing a rigorous ME L system including developing performance monitoring plans that track performance as sub-results/results and by funding stream. Knowledge of data collection protocols to ensure accurate data collection and verification is essential, as well as an ability to identify data trends and communicate this information to allow for changes in program implementation. A t least seven (7) years of experience in each of the following areas related to : 1) designing and implementing M&E systems for TB, HIV/AIDS , health systems strengthening, and/or other complex health programs; 2) evaluating quantitative and qualitative health data sets, 3) managing complex data collection teams/staff and 4) managing the utilization of the data for project and other reporting. Experience in the WHO MDR-TB priority countries (Democratic Republic of the Congo, India, Indonesia, Mozambique, Myanmar, Nigeria, and more) is an advantage. Experience leading and building the capacity of M&E officers, including remote, field-based staff, to meet program needs and deliverables is desired. O rganizational, verbal and written communication skills in English to manage project communications and disseminate project information are required . Excellent skills in MS Excel (working with large datasets, managing tables, creating graphs) , Word, PowerPoint . Expertise in statistical quantitative and qualitative analysis of data ( using software as R, Stata, SPSS, SAS , NVivo, ATLAS, etc.) Proven e xperience working with DHIS2 ( Level 2 DHIS2 Academy desired ) . Experience with USAID p rograms/projects strongly preferred. Having lived in a LMIC is a strong asset. Fluency/ proficiency in another language such as French , Spanish, or Portuguese is a plus. Skills and Abilities: Strong collaborative skills and the ability to work with host country governments, NGOs, and international donors effectively. Proven ability to build strong relationships, work well as part of a team, and to incorporate views of other disciplines into their work. Demonstrated organizational, technical and supervisory skills and abilities; sound judgment and high ethical standards; and the flexibility and ability to adapt to changing priorities and deadlines. Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, Outlook, and PowerPoint. Willingness and ability to travel internationally. The expected salary range for this position is: $116,000.00 - $165,900.00 annually (U.S. locations only).
