Finance and Operations Manager, CATALYZE Indonesia Project Overview and Role: CATALYZE is a $250 million 5 to 8-year program,designed to catalyze $2 billion in private capital, especially to underfinancedsocial sectors and higher risk countries (especially low-income andpost-conflict countries) around the globe, complemented by a cross-cuttinginclusion of gender-lens investing. Our aim is for investors to explore andfind commercially viable opportunities and approaches to creating jobs,developing sustainable social services, tightening, and rationalizing supplychains, and advancing inclusive growth.
The CATALYZE"Asia Social Protection (ASP)" activity in Indonesia focuses on improvingsocial protection and economic empowerment of vulnerable female workers inAsia. Through partnerships with the Government of Indonesia, notably BPJSKesehatan, and private partners, CATALYZE will support BPJS Kesehatan topromote female informal sector workers' enrollment with and continued premiumpayment for Jaminan Kesehatan Nasional (JKN). CATALYZE collaborated with BPJSKesehatan to co-create innovative interventions with the private sector thatalign with current BPJS Kesehatan objectives to address challenges to JKNenrollment and is hiring a team for the implementation phase.
Position Location: Jakarta, Indonesia Primary Duties and Responsibilities: The Finance and Operations Manager will beresponsible for carrying out all aspects of office administration, HR,logistics, and travel. This position reports to the CATALYZE Indonesia Deputy TeamLead.
Provide overall financial and administrativecoordination and support to ensure an effective and efficient operatingplatform for the project.
Ensure compliance of financial systems withPalladium's policies and procedures, USAID rules and regulations, awardrequirements, and Government of Indonesia laws and regulations.
Develop program budgets with teams and monitorbudget pipelines.
Provide timely and accurate financial reports toPalladium and USAID as required under guidance from Deputy Team Lead.
Review and approve recommendations for financialplanning and control, providing relevant fiscal information to seniormanagement team.
Provide technical assistance, as needed, to localpartners on financial compliance and reporting to ensure sound financialmanagement and operations.
Ensure that sub-contracts, sub-grants, and localconsultancy documents and procedures are completed in a timely and correctmanner and comply with Palladium and USAID policies and regulations.
Manage operational/ logistical organization oftrainings, workshops, and other events in coordination with the technicalteam.
Coordinate recruitment and onboarding activitiesas needed.
Establish and ensure adherence to staffonboarding protocol. Required Qualifications: At least 5 years of work experience in operations/logisticson large-scale, donor-funded projects, preferably on a USAID-fundedproject.
Track record in creative problem solving andability to troubleshoot logistical problems.
Professional level of oral and written fluency inEnglish and Bahasa.
Strong interpersonal skills.
Relevant computer software skills and familiaritywith standard applications in MS Office.
