**Program Overview**Bandung is a city with a high population growth rate, reaching 2,503,710 in 2018 and an average annual growth rate of 1.01%. The high rate of population growth contributed to the rapid development of the building environment, which led to an increase in temperature that corresponds to the impact of climate change. Remote sensing studies from LANDSAT data showed that in in 1996 the average temperature was 19.1C. In 2018 the average temperature was 28.7C. The hottest areas are located in the city center and are expanding to the suburbs due to widespread land-use changes from vegetation and soil into concrete, asphalt, and building that adsorb, retain and re-emit more heat to the atmosphere.Bandung is also a city with a higher increase in tropical heat than other subtropical cities due to the concentration of sunlight on the equator, so the Urban Heat Island (UHI) effects in Bandung directly affect health because high temperatures place added stress on human physiology and causing lethargy or productivity. Such risks are very prevalent, particularly for children, the elderly, people with respiratory illnesses, and those who work and frequently have outdoor activities. Currently, there is no direct policy for reducing UHI effects(ii). While several policies aimed at mitigating and adapting to the UHI effect exist, which can be found in the master plan, zoning regulations, building codes, and environmental policies, these policies are not purposively focused on combating the UHI effect despite their potential, if implemented, to positively contribute to mitigating and adapting to the city's increase in temperature.High temperatures also intensify the effects of Short-Lived Climate Pollutants (SLCP) in cities that can make it difficult to breathe, which in turn triggers asthma attacks and worsen the impact of the COVID pandemic and spiking emergency room visits. This is particularly concerning because asthma is the most common chronic disease among children and young people, and COVID Pandemic gives a perfect example where mobility is limited but given the poor air circulation and heat in a dense urban and slum residential often makes staying at home is difficult. If these factors go unabated, the risks could rapidly intensify the impact of climate change as ex-amplified by high rainfall volume and intensity followed by flash floods.World Resources Institute (WRI) Indonesia is pleased to present this project to partner with Foundation Botnar on the theme of Safe and Sound City. Since 2015, WRI Indonesia has been working with city governments of Jakarta, Bandung, Semarang, and the province of Bali on a variety of topics such as road safety, acceleration to e-mobility adoption, air quality management strategy, improvement of public access to a safe public and green space, strengthening urban community resilience against climate change and sustainable urban development. As the public became the dominant stakeholders in all these works, it has strengthened our belief that cities that are designed and safe for children and young people are cities that are safe for all. As well-designed spaces are meant to support the livelihood of the current and future generations that occupies them. Furthermore, WRI Indonesia also works closely with many global flagships programmes from WRI Ross Center for Sustainable Cities, a dedicated center that aims to create a thriving urban environment for young people through a comprehensive systems-based approach. We understand that prioritizing young people cannot be solely a targeted or isolated effort but requires complex, systems-thinking, and collaboration that brings together diverse skills and ideas.The project focus on young people (15-24 years old) especially youth from low-income households in Bandung. Under the Botnar Foundation grant, WRI plans to facilitate access for dialogue, co-ideation and promote innovative solutions for young people to create a safe and sound city also the well-being of young people in an urban environment; particularly those related to solutions to reduce urban heat effects, improve air pollution, lower emission and improve traffic safety. The project will be monitored and evaluated through Key Performance Indicators on the perception of well-being, and the project data and reports will serve as a future reference and model for other cities in regard to infrastructure planning and the development of public policies. WRI also plans to develop a Case study to document and monitor the project and its impact, so that other cities can use it as a reference to support and inspire the development of future policies and projects. In addition, post-COVID recovery and global calls to mitigate climate change risks open an opportunity for the city government to build back better by improving community participation in co-designing a safer and sound city that considers the current and future risks of climate changes in designing the ur
