**SIAP SIAGA Consultant for Regional Needs and Capacity Assessment**
**Background**:
Program 3 of SIAP SIAGA foresees further cooperation between Indonesia and Australia in improving disaster management in the Indo-Pacific region, building on successes already in place under prior cooperation programmes, and recognising mutual intent to deepen and strengthen engagement on disaster management and humanitarian affairs.
Working in close consultation with and under the guidance of DFAT and MOFA, this program will work on supporting Indonesian international development cooperation by sharing of lessons and experiences, undertaking research as well as piloting technical cooperation between Indonesia and other countries and/or through joint engagement with Australia in triangular cooperation.
This consultancy aims to support MOFA in developing a methodology for prioritizing the countries in the Indo-Pacific region that may be selected as suitable partners for technical cooperation in the areas of disaster management and humanitarian assistances.
Any selection criteria will need to be based on an assessment that is evidence-based.
In line with best practice around effective south-south and triangular cooperation the assessment should be sufficiently consultative, robust and granular to support designing the cooperation so that it matches the needs and demands of the specific country and includes information on gender equality, disability and social inclusion (GEDSI).
As a pilot it is anticipated that development of this assessment methodology would also serve as an example/template for future similar exercises for other regions to be conducted by MOFA.
It is understood that MOFA will have a broad range of considerations when making the decision to engage other countries in technical cooperation, including political and strategic aspects.
SIAP SIAGA's support to methodology development will focus on the technical aspects of the cooperation, directly related to disaster risk management and principled humanitarian action and will exclude political, strategic and economic aspects of the cooperation.
**Duties**:
Under the leadership of the designated official in the Ministry of Foreign Affairs the consultant is expected to perform the following duties:

- Facilitate an initial consultation, internally within Ministry of Foreign Affairs and, if needed, also with BNPB to clarify the scope and requirement for the needs and capacity assessment;
- Based on the agreed scope and requirements conduct initial desk review on the needs and capacity of countries in the Indo-pacific region, using data that are readily available from public sources.
These would include but are not limited to:
Former DFID-UK (now FCDO) Intervention Criteria;
EU-ECHO Operational Priorities for Humanitarian Assistance;
INFORM vulnerability index managed by Joint Information Centre of the EU;
ACAPS - Assessment Capacities Project;
WFP Vulnerability Assessment Mapping (VAM);
United Nations OCHA Centre for Humanitarian Data;
Pulse Lab Jakarta and Global Pulse methodologies; and
- Develop a simple modelling to score and prioritize the needs and capacity of countries in the regions and secure approval on the proposed model from Ministry of Foreign Affairs and BNPB;
Validate the list of countries and priorities with Ministry of Foreign Affairs, BNPB, and other actors as necessary;
Attend a monthly project update meeting and present latest progress as required by these meetings; and
- Participate in internal and external project efforts to share lessons and experience as part of the adaptive management.
**Outputs**:
Expected Output from the consultant:

- AHA Centre methodology;
- Documented scope and requirement of the needs and capacity assessment in English and Bahasa approved by BNPB and KEMLU;
- Initial desk review report on the the proposed approach to the needs and capacity assessment of countries in the Indo-pacific region based on various open-source data;
- Approved methodology (modelling) to support the development of a preliminary list of priority countries that may be considered for cooperation;
- Preliminary list of priority countries (based on approved methodology) for potential technical cooperation together with justification and recommended area of cooperation based on their needs and capacity;
- Submission of final written reports, methodology and recommendations with accompanying presentation deck in Indonesian and English languages on the next steps in taking forward the methodology for needs and capacity on disaster management cooperation of countries in the region.
**Input and Location**:
It is anticipated that the total input will take up to 60 days, between May to October.
The work will largely be undertaken remotely from home base in DKI Jakarta but available to attend face-to-face meetings as and when required and permitted under current COVID-19 restrictions.
