Project Manager level responsibility for Utilities CIP project functions for complex construction. The progressively responsible advanced multi-project work and technical functions are under the general direction of the Utilities Construction Manager. Projects may include major construction of capital projects. Manages projects in accordance with construction documents, on schedule and within budget.
Job Description:
Manages and leads capital and operational type projects within the Utility Construction group. Directly responsible for the oversight of multiple construction contracts and projects at any given time as assigned by administrative agent and capital projects management team, Responds as County representative throughout construction regarding issues and is responsible for implementing County direction through contractual procedures. Manages construction and design contracts to ensure fulfillment of contractual obligations by engineers, architects, construction contractors, and consultants. Develops and maintains project cost estimates and monitors CIP project expenditures. Prepares progress reports. Initiates, authorizes and monitors requests for change of scope. Reviews and authorizes progress payment requests.
Coordinates and evaluates work done by teams consisting of internal stakeholders, engineers, inspectors, operational groups, and provides leadership to project team to resolve disputes. Develops and maintains effective working relationships with inter-departmental agencies. Confers and coordinates with contractors, engineers, architects, inspectors and other parties to ensure County design/construction standards are adhered to. Assists in providing on-site resolution of construction or design problems and coordinates with other agencies for permitting and project certifications as needed.
Partners with Procurement to prepare solicitation for Professional Services: reviews proposals, prepares and presents selection matrix to PSRC: facilitates discussions of contract scope, budget, and schedule with selected consultant: ensures contracts include all necessary work scope to complete project: prepares project related correspondence: coordinate construction bid advertising with Procurement, notice-to-proceed with stakeholders, contractor, and consultants: reviews construction proposals per approved contracts and coordinates consultant recommendations.
Prepares and presents Board presentations for construction contracts and project updates.
About You
Minimum Qualifications: A Bachelor’s Degree from an accredited college or university in Engineering, Project Management or highly related field with five (5) years of related CIP and/or project management experience. A Master’s Degree in one of the above-mentioned fields can substitute for one year of required experience. Project experience can substitute for the required degree on a year-for-year basis.
Preferred Qualifications:Experience in construction, contract administration, project management, and supervision of utility projects preferred.
Job Competencies:Comprehensive experience in construction, contract administration, project management, and supervision of large utility projects. Sound judgement and decision making.

Pay:$54,912.00 – $94,348.80
