Org. Setting and Reporting
This position is with the United Nations Office of Counter-Terrorism (UNOCT). The incumbent will represent UNOCT and provide support to the "Peace Hub" established, within the framework of the Office of the UN Resident Coordinator (ORC), in Jakarta. The Associate Programme Officer report to the Head of the UN Resident Coordinator's Office as the First Reporting Officer and to UNOCT's Regional Programme Coordination Officer in Bangkok as Second Reporting Officer.
UNOCT was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 40 Global Counter-Terrorism Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.
The "Peace Hub" is the central coordinating platform of UN agencies working on CT and PVE in Indonesia under the framework of the Sustainable Development Goals (SDGs), most notably SDG 16: Peace, Justice and Strong Institutions. It consists of a co-working space in the UN building, where technical experts can work together in person. It also provides a "hot desk" arrangement for visiting technical experts and offers UN partners a single point of contact for all UN work on CT and PVE in Indonesia. Currently the Hub involves seven UN agencies: UNOCT, UNODC, UN DPPA, UN Women, UNDP, UNESCO and ILO.
Responsibilities
Within delegated authority, the National Associate Programme Officer will be responsible for the following duties:
•Works with key clients to facilitate the design, development, and evaluation of assigned programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
•Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
•Provides substantive support for policy and programmatic coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
•Assists in performing consulting assignments, in collaboration with the client, by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
•Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
•Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
•Provides substantive and logistical support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
•Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
•Participates in field missions, including provision of substantive and logistical support, data collection, etc.
•Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
•Performs other duties as required.

Education
A first-level university degree in business administration, management, economics or a related field.
Work Experience
A minimum of two years of progressively responsible experience in project/programme management, administration or related area. (No experience is required for candidates who have passed the United Nations National Competitive Recruitment Examination.)
Experience working on the prevention of violent extremism and/or counter-terrorism and/or peace-building and/or conflict prevention is required.
Experience working in Asia and having knowledge of the regional dynamics, including the role and functioning of relevant sub-regional and regional organizations is required.
Experience in the planning, organization and delivery of technical assistance activities is desirable.
Experience with the modalities of international cooperation for development is desirable.
Languages
Fluency in English (both oral and written) is required; Fluency in Bahasa Indonesia (both oral and written) is required. Knowledge of another UN official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
• Recruitment in the General Service and National Professional Officer categories shall be made in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country, and shall comply with any host country agreement in effect. In addition, applicants for positions of National Professional Officer must be nationals of the country where the position is located.
•This position is temporarily available for a period of six months, with the possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade.
