CONSULTANT, MNH AT THE WORKPLACE COORDINATOR
Background
The USAID Jalin Project (hereafter referred to as “Jalin” or the “Project”) is a five-year initiative implemented by DAI Global, LLC and its consortium of partners – IntraHealth, Vital Strategies, and Market Share Associates. The overall goal of Jalin is to contribute to national goals to accelerate maternal and newborn mortality reduction. Indonesia has these national goals, and they have been recently reconfirmed at Presidential level, because the maternal and neonatal mortality rates are among the highest in the region, they are far above the Sustainable Development Goals targets; and they have stagnated in recent years. The overarching problem that Jalin is striving to solve is: the quality of care accessible to mothers and newborns is uneven across the country as seen in both public and private facilities at both primary and secondary level of care.
Women in the Workplace: In 2018, Central Statistics Indonesia recorded an increase in women’s participation rate in the labor force to 55.4 percent. There are 46 million female laborers in Indonesia, of which 35.3% work in Garment, Textiles and Footwear. Central Java, East Java, Banten and West Java have the highest proportion of female workers in Indonesia.
Factory jobs are a preferred option for young women from low-income families. For working pregnant women, however, these jobs can limit their access to health services as regular antenatal (ANC) and postnatal (PNC) check-ups are usually offered in health centers (Puskesmas) during working hours. Women are often dismissed from work for matters related to family planning, and following childbirth or maternity leave. Workplace programs can address and raise awareness of these issues and help protect women workers’ rights which can improve worker productivity and retention rates for the businesses. Additionally, these programs can improve access to essential health services which can contribute to better MNH outcomes, a finding of the CCPHI Case Study ‘Working Together to improve the health of workers and the community in Indonesia.’
USAID Jalin Solutions: USAID Jalin contributes to improving MNH in the Workplace aiming to protect women’s rights – especially with regard to their reproductive health (menstruation, pregnancy, delivery, and breastfeeding) and to further protect them from high-risk conditions that might put their fertility, pregnancies and newborns at risk. As a part of broader private sector engagement approaches, and as local solutions derived from co-creation with stakeholders in the provinces in which USAID Jalin works, the Project is supporting three MNH in the Workplace programs in Central and West Java. Each of these programs aims to improve female workers’ awareness and knowledge about MNH. However, the three USAID Jalin pilot programs are implemented in collaboration with different partners and leverage different approaches. Jalin also plans to collaborate with VF Cooperations (VFC) to expand the MNH at the Workplace program into their factories. After finalizing the rapid assessment of MNH at the Workplace, the information needs to be gathered, compiled and ultimately tailor to develop a program for VFC.
Role Overview
To support in the development of the MNH at the Workplace strategy, with a focus on VFC, USAID Jalin will contract a consultant to support information gathering, documentation and sharing of current MNH at workplace activities; to plan a co-creation workshop with VFC and Jalin stakeholders; and to coordinate between implementation sites, Jalin offices and VFC as needed.
Duties and Responsibilities
The Consultant, MNH at the Workplace Coordinator will be based in Jakarta at the USAID Jalin office. S/he works closely with all Jalin staff to oversee and contribute to activity implementation and effectively communicate Jalin approaches, activities, outputs, and impacts with USAID, the Government of Indonesia, and other audiences as requested. The consultant reports directly to the Senior Technical Advisor for day-to-day technical supervision.
Specific responsibilities of the consultant include, but are not limited to:
• Review and technically strengthening Jalin’s documents (including presentations, tools, SOPs, manuals etc) that are developed for MNH at the workplace activities and develop documents in case there are gaps.
• Lead (under guidance of the Senior Technical Advisor) preparation of the co-creation workshop with VFC and USAID Jalin (beginning of March) through development/ revision of needed documents (agenda, invitation, presentation, information material etc) and ensure meaningful workshop documentation
• Support strategy development for VFC’s MNH at the workplace program through coordination, material development/ sharing and support as required
• Coordinate between Jalin regional offices and Jakarta and ensure smooth and direct communication and information exchange
• Ensure all final documentation including reports, presentations, manuals etc are available and to highest quality possible in English as well as in Indonesian
• Other supporting activities as needed by Jalin and requested by the Senior Technical Advisor
Timeline
24 February – 30 April for a maximum of 30 working days (with option of extension)
Payments on monthly bases, based on invoice
Requirements
• Public Health degree with solid understanding of Reproductive Health and / or Maternal Neonatal Health; preferably experience with MNH at the workplace
• At least 2 years of experience in national/ international development including program coordination
• Ability to prepare and present reports, presentations and other products in English and Bahasa Indonesia
• Computer literacy in Microsoft Office applications.
• Skilled in partnership management and working collaboratively with multiple stakeholders
• Excellent oral and written communication skill (including reports, presentations and other products) in Bahasa Indonesia and English.
