A consultant is needed to collect and document all materials from women labour school, gender sensitisation trainings, and others learning/training/school materials and tools generated for BUKA activities in Sukabumi and Bandung and develop them all into toolkits that can be easily used for capacity building of trade unions in apparel sector.

Bersama Menuju Keadilan (BUKA) or Towards Fairness Together is a YCP’s project which is implemented in West Java since mid of 2018. The goal of this project is to enable women workers and unions learn how to use data as a basis for negotiation for improved working conditions in Indonesian apparel industry. Evidence-base negotiation between union and factory will be better to improve working condition, particularly on women issues since most of the workers in this sector are females. Implementation of the project is in Sukabumi district and is now expanded in Bandung in the second year.
BUKA intends to reach outcomes consisting of apparel workers and their unions are better able to collect, analyse and use public disclosed data, to inform negotiation processes and collective bargaining agreements (CBA); female workers and their priority issues are better reflected in negotiation processes and union collective bargaining; wider labour movement and civil society are able to access evidence base; and lessons learned on CBA process in the apparel workers unions.
BUKA team from YCP and implementing partners TURC, develop curriculum and training materials, modules, gender analysis tool, and other tools needed for BUKA implementation in forms of labour school and training aimed to improving trade unions data-based negotiations and gender sensitive agreement between unions and employers. All the tools need to be developed into toolkits that can be used by trade unions for their capacity building in the future although the BUKA project implementation has finished. The easy to use, practical, and complete toolkits are produced to be used for trade unions in apparel sector in Indonesia.

Most of the union’s leaders are men although more than 80% of workers in the apparel factories are females. As a result, when negotiating with employer, negotiation team representing trade unions are usually dominated by male unions leaders, so the women issues are not addressed well in CBA.
Training curriculum, module, and all materials are prepared to support BUKA in reaching its outcomes. However, we need to have them packed and developed into toolkit to support the unions organising internal trainings by themselves. With the toolkits, unions are supposed to have improvement in managing their organisations that sensitive to women issues withing internal organisation and for improving working condition through negotiation with employers.

The consultant is assigned to develop toolkits that can be used for capacity building for trade unions in apparel industry.

Toolkits which contains:
Recipients of the products will be 20 trade unions at factory level, and the unions at district and provincial levels involved in BUKA Projects in Bandung and Sukabumi. However, the tools will also be distributed to other unions at factory levels which are not involved in BUKA but from the same unions and union federations engaged in this project.

The contract will be conducted over a period of 45 days (2 months) and total number of days to be paid.
The contract will start on 1 April 2020 and conclude on 30 May 2020.

During the contract the consultant will report directly to Project Manager of BUKA.

The budget should be a summary of the budget to be submitted to the Finance department (please ensure that perdiem applicable (transport and meal) and accommodation comply to CII policy.
