Planate Management Group is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with a technical support center in South East Asia and East Africa, that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.
The Construction Program Manager will be responsible for reviewing customer work requests, conduct site visits with customers and appropriate subject matter experts, validate actions in the maturity checklist, conduct reviews to determine feasibility, validating of requirements, and deconflicting and integrating issues, and develop a requirements package which outlines a basic performance work statement, cost estimate, proposed schedule, and other information as needed, and review requirements for code compliance and constructability.
This position is contingent on the award of the contract. 
Key responsibilities:
Advise the CO/COR/PM immediately of any potential delays in completion of work associated with task orders and any problems that are outside the responsibilities of the CPM per the BPA and/or task orders issued
Responsible for the security of all project documents provided to them for work under task orders
Establish and maintain proper business relations with representatives of the construction contractor(s), with the IA’s Buildings Manager(s) and through the COR, with client agencies at the worksite
Establish all necessary liaisons, coordination, and support with any project related agencies and representatives at the Federal, State, Regional, and Local levels as appropriate for each task order. The CM/PM shall also coordinate work with clients, A/E’s, and construction contractors involved with work under each task order
Provide assistance to the Contracting Officer in contract procurement; providing technical expertise for the Government to prepare answers to bid/RFP questions; attending/participating in site visits; attending/participating in pre-bid conferences; providing assistance with the preparation of solicitation amendments; and performing cost/bid/proposal analysis
Provide the oversight services of an independent testing agency/laboratory to perform project-specific quality control testing and inspection services
Provide occupancy planning including development of move schedules, cost estimates, inventory lists
Provide move coordination, relocation assistance, and/or furniture coordination
Evaluate and monitor the Contractor's Quality Control (CQC) plan to ensure projects meet all quality requirements of the contract
Provide professional and technical expertise for assistance with start-up, calibration, and/or certification for commissioning of building systems
Perform other responsibilities associated with this position as may be appropriate.

Qualifications To be successful in the role:
Bachelor of Science in Architectural or Engineering degree (four-year degree minimum) from an accredited college or university
Construction technical competencies and qualifications to verify that a specific level of workmanship was obtained
Minimum of ten years construction engineering or construction management experience
Experience in managing programs that include multiple tasks and projects
Able to successfully plan and manage staff, budgets, schedules, client interactions for large projects and tasks
Experience in organizing, directing, and coordinating strategic planning activities. Experience in assisting in developing goal delineation provides guidance for building operational plans and specifying measurable outcomes to include capital outlay planning efforts in a consolidated strategic planning process and prioritizes those initiatives
Knowledge of construction scheduling methods and familiarity with the use of scheduling software, including but not limited to Primavera Suretrak/P3/P6 and Microsoft Projects
Proficiency in computer software programs such as Microsoft Word, Excel, PowerPoint, and Outlook; Adobe Acrobat Professional; and RS Means/CostWorks
Ability to communicate effectively, concisely and authoritatively in English both orally and in writing
Completed the 30 Hour OSHA Construction Training within the past 2 years
A valid driver’s license
Must lawfully reside in the United States and be eligible for employment (Planate does not sponsor visas or work permits)
