United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the largest regional section of UCLG, an amalgamation of International Union of Local Authorities (IULA), United Towns Organization (UTO), and World Association of the Major Metropolises (METROPOLIS). UCLG was established on 1 January 2004 and is headquartered in Barcelona, Spain. Following this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the new entity of IULA ASPAC.
UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programmes, network and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies that safeguard equality, social and economic justice, and sustainable community development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising local economic development, climate change, disaster resiliency, culture, strategic planning, decentralization, municipal finance, gender equality, women leadership and empowerment and good governance.
LOCALISE SDGs Project, financially supported by the European Union and implemented by UCLG ASPAC in cooperation with APEKSI, aims to empower Local Authorities (LAs) and Associations of Local Authorities (ALAs) in Indonesia for enhanced governance and more effective development policies and to promote inclusive and sustainable local development through SDGs attainment. LOCALISE SDGs target 30 LAs (16 provinces and 14 municipalities) and 5 ALAs

The coronavirus disease (COVID-19) pandemic has shifted the focus of target LAs to respond to, recover and prevent against the pandemic. From July to December 2020, LOCALISE SDGs will focus its activities to increase awareness of the 30 LAs and 5 ALAs on financing SDGs under a New Normal: challenges and response to COVID-19 pandemic and strengthen their capacity in handling COVID-19 and its impacts and “building back better” through dissemination of best practices and Information, Education & Communication (IEC) materials and knowledge-sharing activities.
To improve institutional, operational capacities, accountability, and transparency of LAs by incorporating SDGs into their policy-making processes through awareness raising and capacity building, the LOCALISE SDGs Project seeks to explore online-based capacity building activities as a way to keep LAs engaged during the COVID-19 pandemic. There will be 42 virtual events dedicated to providing LAs with operational and technical capacities, such as web-share, virtual matchmaking events and virtual coaching sessions.
To support the digitalisation and documentation of these virtual events, we are seeking a video documentation service provider who is available to work on a consultancy basis. The consultant is responsible for documenting the events, collecting, curating and editing the video footage to make an appealing documentation videos that can be published in LOCALISE SDGs social media and website.

The consultant will work closely with the LOCALISE SDGs team to discuss the assignment and how it will be carried out. The consultant will work for two (2) months, from end of October to December 2020. The consultant will work remotely but is required to report progress regularly to LOCALISE SDGs Team.

In Indonesia, UCLG ASPAC has 5 (five) ALAs as its members, namely: (i) Association of Indonesian Municipalities (APEKSI); (ii) Association of Indonesian District Governments (APKASI); (iii) Association of Indonesian Provincial Governments (APPSI); (iv) Association of Indonesian Municipal Councils (ADEKSI); and (v) Association of Indonesian Regency Legislative Councils (ADKASI).
